ABSTRAK

The implementation of health protocols is not only carried out by the Central Government, but Regional Governments at the Provincial, Regency, and City levels also, do it in an effort to prevent and handle Covid 19 pandemic. In North Sumatra, several policies have been issued by the Governor in the form of Governor Regulations and Circular Letters which were later made into good guidelines for local governments, hospitals, including the Medan Bhayangkara Hospital, the community, medical personnel, and also patients. The research used is juridical empirical, namely research on the effectiveness of legal provisions, especially legal rules governing the application of health protocols in services to victims of Covid 19 by medical personnel. The implementation of health protocols in the service for Covid 19 victims at the Bhayangkara Hospital in Medan has experienced several obstacles, such as the lack of PPE, a command system has been implemented and facing various kinds of characteristics of Covid 19 patients, so that the effectiveness of the health protocols in the service of Covid 19 victims at the Bhayangkara Hospital Medan has not been effective, It is suggested to the Central Government not to make too many regulations related to Covid 19 so that it does not cause overlapping between one regulation and another, and for the Regional Government, the Hospital, especially the Bhayangkara Hospital in Medan and medical personnel in handling the case of covid 19, must work together so that the handling of the acceleration of the covid 19 cases can be carried out optimally.
